Questions

Does the manufacturer have to honor it?
If the equipment is within its product warranty term and the fault is in the equipment, yes. The warranty was theirs, not the installer's. What they will not cover is the installer's work: roof leaks, loose wiring, bad connections.
Who does the swap?
Any licensed solar installer. Most manufacturers ship the part and some reimburse a fixed labor amount. The letter asks that question so you get the answer in writing before booking anyone.
SunPower owner with Maxeon panels?
Maxeon covers legacy SunPower panels only if they were registered with Maxeon by December 31, 2024. If that was missed, send the letter anyway and ask in writing where you stand. The Kit says exactly that in the panel letter.
